INTEGRATED RESOURCE DEVELOPMENT FOR TRI-PEOPLE

Integrated Resource Development for Tri-People is a non-governmental organization (NGO) actively involved in fostering peace and stability through comprehensive peace-building initiatives, advocating for strong and transparent governance, driving sustainable community development, and providing vital humanitarian assistance to vulnerable populations in crisis.

OUR OBJECTIVES

1. Provide employment opportunities for unemployed professionals and skilled individuals to realize their full potential to be of service to the less privileged and vulnerable individuals (women, children, elders, and socially disadvantaged persons), families, groups, and communities.2. Create an environment of trust between community people and local government through participatory development processes.3. Promote multi-stakeholder engagement towards enhancing the operational efficiency of IRDT as a social development organization and enhance collaborative actions between stakeholders for sustaining project outcomes in all areas.4. Promote an inclusive development approach where the rights of vulnerable sectors are highly respected, enhance their participation, and benefit from all aspects of community development.

OUR CORE COMPETENCIES

1. Peace-building: IRDT valued the participation and engagement of tri-people in recognition to the diverse people of Mindanao, which are the Bangsamoro, Christians and Indigenous Peoples. Thus, this program designed to complement the government effort in sustaining the peace gains in Mindanao while addressing the PUSH and PULL factors of violent conflict in some areas. IRDT has expertise in handling grassroots conflict prevention, mitigation and mediation, optimizing its human resource in supporting the Mindanao peace process at the grassroots level modeling community peace organizing and multi-stakeholders’ approach, and promoting inter-religious dialogue especially in most diverse communities. Our target groups include but not limited to community and religious leaders, students and the out of school youth, women, security sector, academe and other sectors with significant role in peace building process at the grassroots level.2. Governance: To be able to improve community and stakeholders’ participation in the development process, the IRDT is committed to enhance competency and responsiveness of local government through technical assistance in participatory development planning and budgeting, revenue generation and resource management where community sectors’ participation is highly regarded.3. Education: This program aims to provide access to education, especially for girls and indigent children and to empower adolescents and young mothers by improving their life skills and build their capacities through the establishment of lifelong education and learning. IRDT provide either direct support or through scholarship referrals to elementary, secondary and college students who are indigents but with good academic performance and have the interest to finish their studies. IRDT also implements life skills development training for the out of school youth and young mothers who have the potentials and interest to undergo vocational and/or short-term techno-demo training in preparation for abroad or local employment. Follow up intervention include employment referrals, business planning and entrepreneurship training and provision of seeds capital through grant or referrals.4. Community Livelihood and Social Enterprise Development: Through partnership and collaboration and with its technical expertise in social enterprise, IRDT provide people’s organizations and communities with access to training, coaching and mentoring and funding opportunities that help scale up small-business, develop resource-based livelihood and promote community social enterprise that has large impact on social cohesion and addressing protection needs of the vulnerable sector while increasing income opportunities to a particular group or people’s organization. IRDT facilitate funding opportunities through business referrals to local and international funding partners.Livelihood support for post disaster communities is manage through life skills development and cash transfer where livelihood strategy and business planning are highly regarded in the process.5. Humanitarian: The recurrent arm conflict and natural calamities in Mindanao has resulted in protracted and repeated displacement, compounded by insecurity of civilians and severe protection risks. Thus, across all sectors and all ages the IRDT extend its humanitarian response that is intended to deliver food and non-food items, psychosocial support and camp management in order to aptly addressed the immediate protection needs of the affected populations during emergency phase. Because of limited capacity of government and humanitarian actors to monitor the humanitarian situation on the ground the IRDT include in its humanitarian intervention the extend of technical support and resource complementation and supplementation to the government and other humanitarian partners to ensure IDP protection rights and humanitarian principles are upheld in the entire process up to the early recovery and rehabilitation/resettlement phase. Specifically, to be able the local government and stakeholders better understand the existing and potential protection risks of displaced population and communities the IRDT through collaboration and partnership with international partners and technical experts provide technical assistance to a particular area or LGU in the conduct of IDP and municipal protection profiling, baseline data, and other form of assessment and research work. This will help partners account and properly monitor the displaced populations and provide them comprehensive analysis of the protection conditions of a particular community or municipality as basis for planning and programming.6. Project Development and Social Marketing: a separate unit created for the technical advisory unit headed by the technical advisor who works collaboratively with the project development consultant in order to ensure that project development process is technically sound at any cause and shall be a key to partnership building, both local/national and international. In support to project development and management, IRDT created communication and social marketing unit who take charge of social market linkages of the organization especially for project visibilities and promotions, such as development of key messages, IEC materials and informercial development and other communication strategy necessary for the project.7. Consultancy & General Services: The human resource pole of IRDT is coming from different areas of expertise and very much grounded with Mindanao context, culture and history, thus IRDT offers general services and consultancy to partners. The services include but not limited to social preparation and community peace organizing process, project evaluation and monitoring, training facilitation and module development, research works, technical assistance to local government such as leadership and governance, revenue generation and management, participatory resource appraisal, planning and budgeting, and any types of peace-building engagement, construction and/or installation of community infrastructure that include core shelters, health facilities.8. Human Resource Development: Towards attaining self-sufficiency & self- governing development, IRDT invest much on staff development and management. The organization provides appropriate capacity development training and exposures to the staff, both regular and project-based.

PROJECT MANAGEMENT

EXECUTIVE DIRECTOR - Kalma Jikiri-Isnain, RSW, MSW

Kalma J. Isnain, Executive Director of IRDT, is a registered Social Worker with a Master's in Social Work Administration. With 30 years of experience in community development, peace-building, and humanitarian work in Mindanao, she was a former UN Volunteer and served as Area Technical Assistant for the ACT for Peace Programme (2006-2010). She is currently a member of the Regional Independent Monitoring Committee for 4Ps and a former member of the Knowledge Management Advisory Board for the EU-UNDP-UNOCT PVE Project (2020-2023).

HEAD OF FINANCE - Florinda Jikiri-Masukat, MSW

A graduate of BS Accountancy and has 25 years of experience managing financial operations in both international and local NGOs. With a Master's in Social Work Administration, she blends financial expertise with social service knowledge to ensure efficient resource use and transparency. Her leadership in financial management has been exemplary, creating effective systems while maintaining compliance and fostering accountability. Additionally, she facilitates training on financial literacy, business management, and financial practices, empowering partner communities to strengthen their organizational sustainability.

Program Operations Manager - Ayrin Sala-Sales, RSW

A registered social worker with extensive experience in community peace organizing, interreligious dialogue, conflict resolution and management, and social enterprise development in BARMM, particularly in BASULTA and Zamboanga Peninsula areas. She has led several initiatives, including a capacity-building project for the International Labor Organization ILO and IRDT, training BARMM Government officials and stakeholders on child labour prevention. A strong advocate for women, organizing women’s groups, and promoting gender equality and social inclusion across the region.

Research and MEL Officer - Nasser G. Antao

Nasser G. Antao is a Research and MEL Officer with 23 years of experience in community development and peace-building in Mindanao. He specializes in humanitarian response, community organizing, FPIC/IP tribal governance, monitoring and evaluation, and participatory barangay development planning. Mr. Antao has extensive expertise in community profiling, baseline surveys, and data analysis. He has worked on projects with UNHCR, UNICEF, IOM, ACF, Plan, and The Asia Foundation, and has experience working with indigenous communities in Mindanao.

Jamil Najar, RSW - Technical Staff

A registered Social Worker with 30 years in Community Development, Peace-building, and Governance. About 16 years of exposure in Basilan, and he speaks all of the local dialects in this place such as Sama, Yakan, Chavacano, Tausog and Bisaya. His field of specialization include Training Facilitation, Social and Resource Mobilization, Leadership and Governance, Conflict Resolution and Management, Community Peace Organizing, and Community Development Planning processes.
